There are three rules regarding the letter Raa. If there is a Fathah or Dhammah on the letter Raa, it will be read full-mouth. Also if the Raa has a Sukun and the letter before it has a Fathah or Dhammah, it will be read full-mouth. On the other hand, if there is a Kasra, it will be read empty-mouth in any case. For example, رَبُّكَ ، مَرْيَمَ ، فِرْعَوْنَ اُذْكُرْ ، رُسُلٌ ، تَعْرِفُ . If there is a Sukun on the letter Raa and the letter before it and a Fatha or Dhammah on the letter before that, it will be read full-mouth. In the case of a Kasra, the Raa will be read empty-mouth. For example, وَالْفَجْرْ حِجْرْ خُسْرْ . A summary of the rules is in the following table.
